AAFE has received a contract from the Lower Manhattan Development Corporation to launch the Lower Manhattan Affordable Housing Preservation and Anti-Displacement Initiative. Most existing tenant advocacy and assistance programs throughout the city are ill-equipped to deal with the intricacies of construction, building code, and engineering issues. They are also unable to present a cogent counterargument to irresponsible landlords and don’t have the ability to challenge “hard cost” estimates from landlords seeking to displace tenants during capital improvements.
AAFE is seeking to retain experts in engineering, architecture, and cost estimation to provide technical reports that can be shared with the Department of Buildings and other city agencies and that will hold up in legal mediation during building preservation hearings. AAFE is seeking to complete a total of four engineer reports and 16 cost estimator reports over a period of two years. For the full application instructions, please click here.
