Job Summary

Asian Americans for Equality (AAFE) seeks a Staff Attorney / Program Manager for its Housing & Tenant Advocacy program. The Program Manager will lead a team of 3-4 tenant organizers and housing counselors based in Chinatown/Lower East Side and Jackson Heights. As part of this position, the attorney will provide regular legal support for the organizers and counselors, as well as supervise overall program delivery, reporting, and evaluation.

The Staff Attorney / Program Manager will work with a team of managers and directors to integrate program delivery, operations, and advocacy of Housing & Tenant Advocacy Team with AAFE Programs across multiple offices in Queens, Manhattan, and Brooklyn. These program services include: immigration services, health & entitlements, workforce development, and youth and families. The Staff Attorney / Program Manager will also coordinate with AAFE Programs’ Advocacy Team to link AAFE’s on-the-ground tenant and housing work with legislative and community campaigns.

AAFE seeks an attorney with a proven ability to think strategically and creatively about the intersection of tenant legal services, organizing, community services, and community development. Staff Attorney / Program Manager should possess an entrepreneurial spirit and a passion for empowering immigrant and elderly low-income tenants. The ideal candidate is a self-starter that can adapt strategies in services and advocacy in response to the changing housing and tenant landscape of New York City.



  • Attorney and member of the New York Bar in good standing
  • Minimum of 3 years’ relevant experience practicing civil legal services, particularly in the area of landlord-tenant law, immigration law, and/or public benefits law
  • Litigation experience preferred
  • Demonstrated passion for social justice and commitment to working with low-income communities and communities of color to advance equality
  • Excellent knowledge of performance evaluation, project management, and contract administration
  • Ability to work with multiple teams and community partners with varying work and communication styles
  • Managerial skills and ability to supervise team of 3-4 staff in multiple offices
  • Excellent skills in writing, public speaking, and analysis
  • Entrepreneurial spirit to solve problems independently and creatively
  • Fluency in a language other than English strongly preferred, especially Mandarin, Cantonese, Fuzhounese, and/or Spanish



  • This is a full-time position with benefits, including medical and dental benefits, vacation, and paid holidays. Options available for 403(b) plan and pre-tax deduction Metrocard.

  • Provide legal support for a team of 3-4 at regular team meetings and housing legal clinics
  • Provide legal assistance, such as advice, advocacy, and occasional litigation to prevent evictions in court and represent tenant associations
  • Monitor and review contacts and reporting related to housing programs
  • Evaluate and improve Housing and Tenant Advocacy Program’s case management and service delivery
  • Manage, cultivate, and supervise 3-4 staff members in the Housing/Tenant Advocacy Program
  • Draft and/or review tenant correspondences with landlords, building management, or government agencies to obtain needed repairs in buildings, preserve housing subsidies, and other tenant support
  • Coordinate with other team members on housing and tenant advocacy strategy in community and legislative campaigns
  • Coordinate with other team members to integrate AAFE Programs in multiple offices in three boroughs and maximize community impact.
  • Draft and implement development of tenant leadership empowerment model
